TOURISM DIVISION

DIVISION OVERVIEW

OBJECTIVE

To develop sustainable tourism industry in the Country.

FUNCTIONS

This Division will perform the following functions:

  • To develop, monitor, evaluate and review implementation of policies, guidelines, legislations and standards on tourism development;
  • To develop strategies to attract domestic and international tourists;
  • To coordinate the mainstreaming of tourism issues in sectoral policies and strategies;
  • To develop and enforce tourism codes of conduct/practice in collaboration with stakeholders.
  • To facilitate safety and security of tourists in liaison with security agencies.
  • To coordinate implementation of Bilateral, Regional and International Multilateral Agreements, protocols, conventions and treaties related to tourism; and
  • To coordinate dissemination of information on Tourism Development.

ABOUT TOURISM DIVISION

Led by a Director

The implementation of the Policy is governed by the Tourism Act No. 29 of 2008 with its Regulations including the following:

  • The Tourism Regulations, 2015 (GN. No. Na. 270 of 2015)
  • The Tourism (Fees and Charges) Regulations, 2015 (GN. No. 267 of 2015) and its Amendments of 2017 (GN No. 506 of 2017).
  • The Tourism Agents (Registration and Licensing) Regulations, 2015 (GN. No. 269 of 2015) and its Amendments of 2017 (GN. No. 508 of 2017).
  • The Tourism (Tourism Development Levy) Regulations, 2013) and its Amendments of 2020.
  • The Tourism (List of Accommodation Establishments) Notice, 2015 (GN No. 546 of 2015) and its Amendments of 2021.

STRUCTURE OF THE DIVISION

The Department is headed by the Director of Tourism (DT) assisted by two (2) Assistant Directors of the sections of:

  • Licensing and Control; and
  • Tourism Development.

 

The Department has four (4) tourism Zone offices:

  1. Coastal (DSM)
  2. North (Arusha)
  3. South (Iringa)
  4. Lake Zone (Mwanza)
  5. and a small office at the entrance to Mount Kilimanjaro

DUTIES OF THE DEPARTMENT

  • Formulating and managing the implementation of various Policies, Laws, Regulations and Guidelines for the tourism sector in the country
  • Registration, licensing and regulation of tourism businesses in the country
  • To conduct inventory, inspection, classification and grading of accommodation facilities and restaurants
  • Identify tourism attractions, new areas for tourism development and investment
  • To promote National, Regional and International cooperation in the Tourism Sector
  • Strengthening partnerships with the private sector
  • To encourage and attract investment in the tourism sector in the country

DIVISION STRATEGIES

FOR THE DEVELOPMENT OF THE TOURISM SECTOR IN THE COUNTRY

The department continues to implement various strategies for the development of the tourism sector in the country as outlined in the Ministry’s Strategic Plan for the Year 2021/22 – 2025/26; National Five-Year Development Plan for the year 2021/22 – 2025/26 and the Election Manifesto of Chama cha Mapinduzi (CCM) for the Year 2020 – 2025. The mentioned plans have specified various objectives including: –

  • Increasing the number of tourists from 1,527,230 in 2019 to 5,000,000 tourists in 2025
  • Increase income from tourism activities from US$ 2.6 billion in 2019 to US$ 6 billion by 2025
  • Increase share of foreign exchange earnings from 25% in 2020 to 27% in 2025

Development of strategic Tourism products including tourism for Meetings and Events (Meetings, Incentives, Conferences and Events – MICE); Beach tourism and Cruise ship tourism

Implementing other strategies to increase the scope of tourism products, including historical and archaeological tourism; Geo-tourism; Eco-tourism; Api tourism; cultural; sports and medical as well as agricultural tourism including flowers and spices

Improvement of services in the tourism sector by continuing to strengthen short-term and long-term training provided in the field of hospitality and tourism as well as grading accommodation and food services in quality levels

Strengthening tourism promotion using Information Technology; various tourism exhibitions inside and outside the country; organizing MEGA Farm trip with international tour operators; using the office of our Embassies abroad; using of Goodwill Ambassadors and famous people (celebrities); participating in tourism promotion tours (Road show) as well as using a special channel to advertise tourism attractions (Tanzania Safari Channel TSC)  to strengthen cooperation between the public sector and the private sector

TOURISM DEVELOPMENT SECTION

Led by an Assistant Director

This Section will perform the following activities:

  • Develop, monitor and evaluate implementation of Tourism policies;
  • Scrutinize and advise on tourism development and management;
  • Promote the development of sustainable domestic and international tourism in the Country;
  • Facilitate safety and security of tourists in liaison with security agencies;

  • Initiate negotiations and implement bilateral and multilateral tourism related agreements, protocols, conventions and treaties;
  • Facilitate investment in the tourism industry including developing and implementing with relevant agencies incentives and disincentives for the tourism sector;
  • Coordinate the mainstreaming of tourism issues in sectoral policies and strategies;
  • Coordinate tourism research activities;
  • Develop and enforce tourism codes of conduct/practice in collaboration with stakeholders; and
  • Coordinate the development of tourism products.
  • This Section will be led by an Assistant Director.

TOURISM SERVICES & QUALITY CONTROL SECTION

Led by an Assistant Director

This Section will perform the following activities:

  • Develop, review and monitor the implementation of laws, regulations and guidelines on tourism management;
  • Coordinate preparation and review of license fees and monitor their issuance;
  • Develop criteria for standardization of tourism facilities in collaboration with East African Community and monitor their implementation;

  • Establish and maintain database of skills available in the tourism industry;
  • Develop strategies to attract participation of citizens in the tourism industry;
  • Co-ordinate the development of tourism professionals in the tourism industry; and
  • Coordinate the registration of sleeping guest in accommodation facilities and board any vehicle or vessel enrooting to a tourism facility or activity and monitor their implementation.
