DIVISION OVERVIEW

OBJECTIVE

To provide expertise and services on human resources management and administrative matters to the ministry.

STRUCTURE

The Department is headed by a Director and comprises 52 staff members (14 men, 38 women). It is divided into two Sections: the Administration Section with 44 staff members, led by Assistant Director Ms. Violeth Mlinga; and the Human Resources Section with 8 staff members, led by Assistant Director Ms. Shani Kamala. The functions of the Sections are detailed in the Ministry’s Functions and Organization Structure approved by H.E. the President on January 29, 2022.

ABOUT ADMINISTRATION & HUMAN RESOURCE MANAGEMENT DIVISION

Led by a Director

The Department of Administration and Human Resource Management (Administration Department) was established to provide expertise and services in human resource management and administrative matters in accordance with the approved Ministry’s Functions and Organization Structure, authorized by H.E. the President on January 29, 2022. The specific functions of the Department are as follows:

  • Interpretation of Public Service Regulations, Standing Orders, and other labor-related laws;
  • Overseeing the implementation and promotion of core ethical values, including anti-corruption education;

  • Implementing and supervising matters related to recruitment, orientation, on-the-job training, staff development, promotions, discipline, motivation, performance management, and staff welfare;
  • Ensuring efficient and productive utilization of human resources;
  • Coordinating workers’ councils and trade union matters;
  • Managing the development and implementation of policies, procedures, and guidelines on recruitment, training, promotions, performance management, etc.;
  • Conducting human resource audits and maintaining an inventory of existing staff and required skillsets;
  • Providing registry services, office support, and managing office records;
  • Coordinating protocol matters;
  • Facilitating the provision of security services, transport, and general administrative matters;
  • Enabling the maintenance of office equipment, buildings, and the surrounding environment;
  • Coordinating the implementation of cross-cutting issues; and
  • Coordinating Private Sector Participation, Business Process Improvement, and Customer Service Charters.

HUMAN RESOURCE MANAGEMENT SECTION

Led by an Assistant Director

This section will perform the following activities:

  • Interpret and ensure adherence to public service regulations, standing orders and other labor laws;
  • Carry out human resources planning and development;
  • Coordinate staff recruitment, selection, orientation, placement, confirmation, training and employee development, promotion, transfer, motivation; and
  • Prepare annual personnel emolument estimates and administer salaries and process payrolls;
  • Coordinate implementation of open performance review and appraisal system (opras);
  • Oversee employee’s benefits (pension, allowances, retirement, resignation, deaths etc) and other entitlements;
  • Oversee services related to separation form service (retirement, resignation etc);
  • Facilitate employee relations and welfare including employee health and safety, sports and culture;
  • Process and update leave records such as vacation, sick, maternity, study and terminal;
  • Coordinate complaints and grievances handling; and serve as a secretariat to the appointment committee.

ADMINISTRATION SECTION

Led by an Assistant Director

This section will perform the following activities:

  • Facilitate maintenance of office equipment, buildings and grounds;
  • Coordinate implementation of ethics and value promotion activities including prevention of corrupt practices;
  • Coordinate workers council and trade union affairs;
  • coordinate implementation of diversity issues;
  • Provide registry, mesenterial and courier services and manage office records;
  • handle protocol matters;
  • Facilitate employee relations and welfare including employee sports and culture;
  • Facilitate provision of security services, transport and general utilities;
  • Facilitate provision of transport and logistics services;
  • Coordinate implementation of private sector participation, business process improvement and client service charter in the office; and
  • Advise on organizational efficiency of the ministry.
